WHEREAS, Jenkins Memorial Law Library Company has experienced extreme financial difficulty during recent years which threatened the continued existence of the law library;

WHEREAS, the library is operating under a deficit of approximately $300,000 including a line of credit of $112,800 which must be paid in full on or before May 1, 1992;

WHEREAS, various steps taken by Jenkins including, but not limited to, curtailing operating hours twice in 1991, increasing fees for all support services, staff reductions, reduction of employee benefit plans, cancellation of subscriptions and taking appreciation on stocks, have failed to eliminate the deficit of the library;

WHEREAS, an emergency committee of the Bar Association has been convened to consult with Jenkins on methods to address the current deficit, and a committee to further review and present long-term recommendations regarding the financial conditions/concerns of Jenkins Memorial Law Library shall be convened;

NOW, THEREFORE, BE IT RESOLVED that the Philadelphia Bar Association supports the recommendation of the Jenkins Memorial Law Library Emergency Committee wherein Jenkins shall institute a membership fee that would mandate payment of $50.00 per attorney as an annual fee for borrowing privileges, an access charge of $5.00 per day will be applied to the public, and a membership fee of $25.00 will be charged to public interest groups;

AND BE IT FURTHER RESOLVED that the Chancellor is authorized to appoint a special long-range planning committee consisting of representatives from the Philadelphia Bar Association and the Board of Trustees of Jenkins Law Library Company, or its representatives, for purposes of examining and regulating other sources of income to the Jenkins Law Library, as well as governance and existing relationships between the Philadelphia Bar Association and Jenkins Law Library Company and to report its findings, conclusions and recommendations back to the Board of Governors no later than at its regularly scheduled June meeting.
